On our site we have a fully trained electrician.  He has carried out all the emergency lighting installations on our site.

My question is -  Is he competent to carry out the annual full inspection or does this need to be from a third party, for example a Fire and security company?

Any input apprecieted

The responsibility is yours anyway.

There is no problem with your people doing the checks.

However they must be done in accordance with the RRFSO, & your insurance company requirements, along with the emergency lighting standards.

There is industry guidance on emergency lighting available from the IET and there are many reputable industry bodies that could supplement his training if he needs it.  Plus then this would equip him with the skills to have confidence in the repair of the EM lighting systems if he doesn't, and is otherwise fully qualified and competent.

I would fully support the internal development of skills to do this work, I believe that in the long term it would pay dividends.
