We have a requirement for an operator to load a roll of label material onto a machine where the mandrel is above shoulder height. Some of the operators are small and both male/female and the rolls can weigh up to 20kg. If we get a platform with 2 treads, is it acceptable to ask the operators to carry the roll up the 2 steps to bring them to the correct height for placing it on the machine?

KW - no easy answer to your Q. The risk is going to depend on numerous variables, including: How often this task is performed. Dimensions of the roll. Dimensions of the mandrel and its position as the roll is put on (and the empty taken off). Space around the operation - including e.g. any obstructions, which depending on the size of the steps might include one or two handrails. Environmental conditions. What the person is wearing. However, the first Q is probably why you can't using some mechanical aid to lift the roll up to the height of the mandrel or drop the mandrel down?

Thanks for your reply Peter.
We do have a mechanical lifting aid available which is quite cumbersome and time consuming to use. There is also a need to have a platform so that the operator can see to work on the roll once it is in place on the machine, so this would make access for the lifter difficult.
The steps we've looked at have handrails, but obviously the operator would be holding the roll in both hands and unable to hold the handrail.

I love the seemingly universal presumption people should be able to carry 25Kg based upon that diagram from indg 143 (which BTW shows 10kg for men and 7kg for women at close shoulder height). You need a form of handling device - no single operator should be trying to raise 20kg over their shoulder. Better still adjust the machine so that the unwind is at ground level or can be loaded from ground level.
