It depends on where in the world the structure is.

King - if you are in the UK or working on a project where UK standards would be adopted as is the case for some projects in places such as the Middle East, then the starting point would probably be the Construction (Design and Management) Regulations 2015. Google L153 for the guidance from the regulator in Great Britain, the Health and Safety Executive. But "CDM" is just a small part of the overall legislation that you would need to consider.
