Hello all,  If some members also have strategic responsibility for Physical Security as well as Safety and Health you may find the following new guidance useful.

The latest CPNI guide (Released 4th June) concerning the terrorist use of fire as a weapon - lots of links with the new PROTECT Duty that is currently being consulted within industry for public accessible locations (PALs).

The guidance places the importantance of having a robust Security Plan and Fire Risk Assessment that links together.

I only became aware of the PROTECT consulatation yesterday, have I missed discussion of it on the forums?

Anyone in control of a publicly accessible location, and any large organsiation operating in a publicly accessible location, would have a duty to consider terrorist threats to the public and staff at locations they own or where they operate, and must take forward ‘reasonably practicable’ protective security and organisational preparedness measures.

Given that it features risk assesment, I anticipate that teh practical working through of this duty will be dropped onto H&S...

Thanks achrn,  I have been involved in the consultation process with the SyI and we have been providing feed-back collectively to the Home Office.  

You make a good point about the legislative implications and we (SyI) have also stated that the PROTECT duty should exist and have a legal basis and it should have common minimal standards to be complied with.  Mitigations should be proportionate to the organisation.  Like you have stated - Risk Assessment is key.

Messey - I have had a quick look and it is correct and was last updated on 4th June - I have copied the link to the holding page :

It was only released recently.
