I'm meeting a new client next week. It turns out that their new bespoke building that was supposed to be a simple build has escalated.

Because it didn't meet the F10 criteria, 1 was never submitted. Due to COVID and a myriad of other issues the project has expanded.

One of my first jobs will be to submit an F10. Has anyone any experience of "late" submission of the paperwork? Will I have the HSE knocking on the door demanding to look around or will they take it at face value?

There are not enough front line HSE Construction Group Inspectors for it to be likely that they will be knocking on the door re late submission.

Just provide the information required, as best you know it.

I once accidently mislaid one (as in completed it, put it in the envelope, somehow forgot to put the envelope in a post box) and it went in about four weeks late - I never heard anything about it.

I can't see any way you can sugar-coat the fact that it's late, just submit it with teh details as you now know them.

Just to update this topic.

Within 14 days of submission, 2 HSE inmspectors arrived at site and requested access. Not due to the late submission of the F10 but due to complaints from neighbours. Don't believe that for a minute.

Anyway, they conducted their inspection and issued 1 prohibition notice and 2 improvement notices. But within 3 days it was all sorted. I'm now digging into the weeds of the job ans providing workable solutions. HSE bloke is happy, for the moment. But now were on his radar, I reckon he'll be back at somepoint.

But I have a happy client now. Who was a bit stressed with the HSE visit. So I have secured him as a long term client. WHich is good news

Hi Mark - actually I think the bit about complaints from neighbours might be credible.

When I worked for HSE (when HSE investigated a much higher proportion of complaints) it was much more likely that I would say that we hadn't had a complaint than to pretend we had when we hadn't.

MOST HSE visits should be unnannounced, so there is little benefit to an HSE Inspector in suggesting that their reason to visit was down to a complaint. The reason for saying that HSE has had a complaint is to allow the visit to immediately focus on the issue involved and not just find it by chance.

Arrived at one roofing job in the middle of nowhere and the boss would NOT believe that I was not following up a complaint even when I explained exactly how I came to be driving in the middle of nowhere and not returning to the office via the motorway 400m to the West of the back road I had chosen instead.
