What kind of sufficient resources organizations should have for the effective rescue operation? particularly for working at height activities, such as the worker was working in the rooftop and during the work he has got unconscious due to heat stress/stroke attack.

Munawar - to some extent the answer to your question will depend on your geographical location and the legal framework and cultural atttitudes in that location. To some extent the risk will also be related to geography.

If it is working at height, don't forget the issue of suspension trauma. If the person is wearing a fall arrest harness, as in most cases they should be, if they slip or collapse, and are dangling in the harness, you can have as little as 14 minutes to effect a rescue before the trauma kicks in, and due to the compresson caused by the harness, it can be quite nasty if you don't rescue them quickly.

Hi Manuwar, I suggest you search the internet for Working at height and rescue. There are loads of sites offering such information. I would hope you have carried out a Risk Assessment and issued to the operative/s a safe system of working.
