We are holding a community event in our village.  One of the volunteers has asked if they can put an extension lead out of the top window and plug an urn into it.  

I would be interested to hear other view points on this.  I think the answer is no!!

Ultimately the event whatever size will fall under BS7909 for the temporary electrical system. A extension lead can be used, but it needs to comply. For example a 20m reel from the local diy shed won't be appropriate in most circumstances, where as a rcd protected H07 cable of the right cable size ran safely would comply. The set up would be classed as a small simple system and would need a few safeguards to be complent, also the inspection and test of the equipment, so it can be done but needs consideration for it being done correctly, with a competant person installing it safely.

The top window of - the church hall, the local scout hut, the pub, a private residence? i.e. whose insurance would cover the installation.

For the kind of one-off you are describing then a visually inspected, undamaged cable positioned so as not to be a trip or strangulation hazard should be fine.

Make sure the socket is not sat on the ground or in a position where liquids could be spilled upon it. Alternativley use a lead with a protected socket for extra surity (perhaps someone in the community who charges their electric vehicle from the mains?)

Kinning - keep the risk in perspective.

What Roundtuit says + protection of the circuit with a fast acting RCD which roughly translates to the source having been rewired relatively recently or providing a separate RCD + obvious things such as not running the cable over or under things that are likely to damage it (e.g. sharp stones underneath or cars driving over).
