A client carries petrol in their vans for refuelling grounds maintancece equipment they also carry in the van. Question, is a fire extinguisher required under either CDG or ADR; reading the regulations, my opinion is no, because of exemptions in ADR and quantities in CDG, unless I am interpretingthe regs wrongly. I am basing the exemption from ADR to para 1.1.3.1(c) The carriage undertaken by enterprises which is ancillary to their main activity, such as deliveries to or returns from building or civil engineering sites, or in relation to surveying, repairs and maintenance, in quantities of not more than 450 litres per packaging, including intermediate bulk containers (IBCs) and large packagings, and within the maximum quantities specified in 1.1.3.6.

I am basing it on the following exemption
Carriage that is "ancillary" to main activity. e.g A driver taking dangerous goods with him for use with some machine or process that will be operated on arrival will be exempt.
