We are working for a client in a large mansion house which has been used as offices for many years. The building in now empty and we will be conducting work on the ground floor only. (No Hot Works) The client has un-installed the Fire alarm system and will not let us begin work until we have an alarm system in place. We were working in the building before Christmas with no alarm system in place. Surely if the client wants a system in place it is the client's responsibility. Would it suffice to just put policy for fire alarm raising in our Ra,Ms ? Thanks for any help.

Hi Kloppite First consideration I suppose is whether this is a "domestic client". If so, then in effect they don't have duties to worry about under CDM. But, the general rule of thumb is that if the client wants something done, their supply jumps. Then a case of who pays, which comes down to your contract. So, you either persuade the client that a fire alarm is not necessary, or you provide same and then argue about the cost. But the client may well be aware of how many heritage structures have gone up in flames during refurbishment works. So, might reasonably be difficult to persuade them that a fire alarm is NOT a sensible precaution.

Three questions really: 1) what do you mean by “The client has un-installed the Fire alarm system”? Do mean that it has been completely removed and rendered inoperable or have the just disconnected it, meaning it can be reinstated easily? Also why did they do that? 2) “ … work until we have an alarm system in place.” Does that mean they expect you to install a permanent alarm system which would I assume be included in any contract or do they want some sort of system just covering your works? If the latter is the case, what do they expect the system to do? How will it be activated? Will it only be active while you are working on site or do the want it active all of the time? 3) Have you asked them any these questions?

I you are only there working for a short time you could use a battery powered device which cost just over £30 ( as they use on small construction sites). But do they mean alarm or detection? You con't post for 13 seconds Then you can't post for 42 seconds Then you can't post for 10 seconds GRRR
