Might help if you indicated what sort of "issue" you have.

Without a bit more detail there is a strong probability that some H&S consultant will simply apply the guidance in HSG136, and you might be just as capable of interpreting that as someone who charges you for doing so.

For starters is the issue

1. Outside the school gates

2. In the car park etc

3. Actually inside the school??
