Can anyone confirm the correct frequency that fixed ladders require inspection please?

I would say that it's going to be one of the Risk Based approach things, (based on a place I worked before).

If it's used daily/regularly then the frequency would be monthly, for less well used ladders, 3 or 6 monthly

BUT, local enviromental factors will have some input on the frequency as well, Sea air, etc etc

Agree with Pirellipete, although check the manufacturers instructions too to ensure you're meeting the minimum recommended intervals.

I think the frequency suggested is a bit too often.

As the ladders are fixed, they are less suseptable to damage and therefore require less frequent examination. Also, there is less to check, as you don't have to look at things like the condition of the anti-slip protection. 

Fixed ladders shouldn't be in routine use anyway, so it should be possible to assume light use.

Based on all the above, I think a 12 monthly check should be adequate in most circumstances - except for adverse environments.

Well that depends on whether they are indoors or outdoors and whether they may be exposed to corrosive atmospheres!

Depends on the ladders, their use, indoors/outdoors, fixed to scaffolding?  Refer to manufacturers guidance, ensure those who are inspecting are competent to do so.
