We do legionella tap temperature checks monthly. They are mostly OK, but in late summer (i.e. starting soon) we fail the cold check - because the water in the main coming into the building is above 20C. When it's coming out of the ground at more than 20C, we can't get it below 20C at the taps. Basically, I just ignore this. We don't store any cold water (all cold taps etc. are striaght off the mains). We don't have any particularly vulnerable people (it's an office building, 'normal' working age occupants, 'normal' chances of pregant or medical conditions). We do have three showers for people that cycle to work (or go running in their breaks), all are instantaneous electric heated. Does anyone else suffer from this? Any suggestions for what to do other than just ignore it?

Yup, many do. Particularly in the metropolitan areas of the South East. It's worthwhile working through the process of considering what you could do so far as is reasonably practicable to control it. For many like you, the answer is legitimately nothing because this is town mains incoming. That's not necessarily true for other legionella spp. but as you highlight, there are other factors to consider in an RA beyond temperature which might well be relevant in some others circumstances if you lose the few degrees 'redundancy' at the bottom of the growth range. Then additional micro sampling etc. might be warranted.
On a total side note, IOSH security image today was 'Fucq'....
