Hi all, I have been tasked with looking into sending our employees to do minor works on construction sites (not something we normally do), this would normally involve installing an elec/gas meter.

The previous HS advisor in the business completed a unique RAMS for each site by sending someone to site a few days prior to the work being completed, however, I can't help but feel this was slightly overkill (after all, who would complete a RAMS for the person going on-site to do the RAMS). I also don't understand why we would create a site specific RAMS as this should already be in place on-site (with site having responsibility for everyones safety).

I wanted to implement a change for this process doing the following (which seems more reasonable):

  • liaise with each site manager prior, obtain their rams and contractor details, review and sign off 
  • create a generic rams for our employees working on-site 
  • provide and implement training for working on c.s
  • provide employee with site rams & our generic rams
  • ensure all employees receive a site induction. 

Is there anything else I can implement to improve safety while making the process more streamlined, or anything I have missed that you would include? I am quite new to site safety as its a field I don't normally work in.

Is this work on large/small sites or a mixture? If they are larger sites, they may well have a safety advisor on the construction side who could make arrangements for your employee.

Your intentions appear to be a right approach for the activity. You should also include empowerment to not proceed if there are reasonable concerns about site safety on the day.

Also, don't forget PPE. Better to issue your employees with their own than rely upon the site to provide.

I don't see why you would need the site RAMS.  These are presumably RAMS for all the multifarious activities which occur on the construction site, most of which don't concern you.  I think what you need is the site rules.

The work is a mixture, could be one house build or a large complex site. We would have empowerment/PPE all built into the training, with potentially a CSCS included as standard.

I did think this, however, when reviewing HSE guidance on contractors, it does state both parties should review each others RA. It was more to ensure that there was an RA in place and that basic safety measures were in place for the safety of our employees, would you reccommend an alternative?

If you are getting the site RAMS just to check they have them and that they meet a basic level, then fair enough but I don't see value in getting your workers to look at what will be lengthy documents aimed at other trades.

Yes it was more for us to review, we will make them available for our employees to have a look at if they would like but this would not be mandatory.
