Large inland container /freight yards (or dockside) whereby 100's of Containers or ISO tanks that are being moved about constantly and are part of a multimodal journey (ship,train,HGV)  subject to COMAH  regulations?

If a snap shot was taken of the inventory of the yard at anyone time then the  volume of chemicals present may exceed that stipulated in schedule 1 of COMAH.

Although they may remain in a yard for a few days are they classed as in storgare or still in transit?

I personaly think (but can't find the right part of the regs) that COMAH doesn't apply to these facilities as they are deemed still in transit - I wondered what other people thought or knew
