Does anybody know of the requirements in Hungary for the height of a scaffold handrail?

I don't know but doubt that the rules are much different than in the UK.

Subject to the same EC Directive and the Non Binding Guide refers to double guard-rails and toe-boards (or equivalent) How to choose the most appropriate work equipment for performing temporary work at a height - Publications Office of the EU (europa.eu)

....and subject to the same EN standards.
