Can someone please settle an argument

Are fire extinguishers classed as PPE?

No.

They are not issued to individuals and don't meet the required criteria to be classed as PPE.

Not personal - collective (unless there just happens to be only one person in the vacinity)

Don't provide protection - provide mitigation

I'll concede they are equipment

Some extinguishers are constructed to a Designated (Harmonised) Standard but that is listed under the Pressure Equipment Directive and not the Personal Protective Equipment Regulation which only lists standards for gloves, helmets, RPE and clothing for fire fighters.
