Thanks in advanced for your time taken to being involved with this professional discussion. 

As I understand in relation to the CDM Regs 2015, specifically reg 11, and appendix 3, the Principal Designer is only required to check a Construction Phase Plan to identify whether health and safety design risks have been considered and arrangements are in place for control. Additionally they will review the construction phase plan during the contruction phase where design changes may occur. 

However, in practice, I note some professionals don't review Construction Phase Plans and if they do they will charge an additional fee, which I agree with where an additional review is provided beyond the parametres of the law and guidance. Additionally other professionals say yes the Principal Designer must review the constructioin phase plan to ensure its sufficient for us. 

I still hold my ground on my understanding, however, I am interested to see what everyones thoughts are on this forum?

Guidance 11, subsection 98 - any construction phase plan (see Appendix 3). This will be relevant when the plan has implications for design work carried out after the construction phase has started, eg ground contamination discovered affecting the choice of piling method;

Appendix 3 - The principal designer must help the principal contractor to prepare the construction phase plan by providing any relevant information they hold. This includes: (a) the pre-construction information given to them by the client and which they have an important role in pulling together and providing (see Appendix 2); and (b) any information given to them by designers about the risks that have not been eliminated through the design process and the steps taken to reduce or control those risks.
