If I have issued a work order to a contractor and they sub-contract the work does it matter whether it is the contractor or sub-contractor which provides the RAMS ? The reason I ask is the RAMS are uploaded to a permit system.
Also same question for the inusrance?

Your contract is with the contractor. Ergo if you request insurance documents it is the contractors certificates that are required, if you request RAM's it is the contractors submission (although these may be based upon the sub-contractors documentation as the person completing (part of) the task). As client you have no agreement or arrangement directly with the sub-contractor - you are not paying them.

Assuming you allow the contractor to sub-contract the job, then hopefully, you are requiring continuity of insurance cover through each of the sub-contractors, accepting any claim you make will typically rest solely with the contractor and it's for them to then claim off their subbies. as far as RAMS etc go, depending on your activity, it may not be a bad idea to have copies of any prepared by the subbies.
