What are the suggestions from people about a method statement for returning to work in a small way with the presant situation of Covid-19

I see some places on a very skeleton staff are doing some basics at work but are in need of a method statement and risk assessment. What are peoples thoughts on this?

My thoughts are that the measures need to be decided, implemented and communicated, and that whether the document describing them is called a method statement, a risk assessment, a letter to all staff or anything else doesn't matter.
