Is there a limit to the quantity of gas oil which can be stored on construction sites, e.g. for refuelling of plant?

Not sure off the top of my head, however if there is a legal limit, it would be found in the COMAH Regs (as the quantity below which the regs don't apply).

Main issue for diesel (other than theft) is from environmental spillage.
You need to be looking at the Bunding Regs - basically any quantity you wish to store ensure the spill capture is 110% of the container volume. Beware though some commercialy available units assume a single container spills even though their platform can hold multiple containers.

COMAH wont apply to a normal construction site. Think its 50k tonnes before comah kicks. Diesel/gas oil is of pretty limited fire risk, it only comes under DSEAR because of a rule change on Classification in 2015. Flash point is above ambient temp. Environmental spillage issues as already raised.
