Can anyone explain if membership of the Highway Electrical Association is mandatory before you can work on for example Lamp posts and the internal supply.

Doubt a trade association could prevent anyone from working. As with all contract positions those setting the contract define their relevant criteria

Those setting the contract specifications are likely to demand National Highway Sector Scheme NHSS8 qualifications which translates roughly to the Highway Electrical Registration Scheme (HERS) which is administered by HEA . This is linked to CSCS / Electrotechnical Card Scheme (ECS). In practice, each of the four national authorities responsible for trunk roads in the UK, together with most other highways authorities make compliance with NHSS qualifications a contractual requirement as part of the Specification for Highways Works.
