Why is accident recording a limited mechanism to determine the operating safety climate?

it is a lagging indicator not a leading one...it is a bit like only driving your car only looking through the rear view mirror...you only ever see the negative and failure points in your system not the poistive actions...

Same question has been posed on the Members' Forums. I think that it would be good for Justice to come up with some considered answers to their question. Just in case it is a question in an exam or assignment.

Because you are waiting for something to happen and if nothing happens (no accidents) then the assumption is made that everything must be ok. Is doesn't tell you whats going on, it doesnt tell you that your systems are working, it doesnt tell you that everyone is following the procedures or working safely. It only tells you that no one has managed to get hurt, but even then it doesnt tell you that people are getting hurt but are not reporting it.
Would you put your car in for a service or check the oils, tyres and everything youself or would you assume its all fine and wait for it to break down to know you have a problem.
