Edd - nobody who is competent is going to give you A (single) risk assessment and method statement for "roofing private and commercial buildings".

On the assumption that you are in GB.....

First, more often than not, when it comes to private buildings the client(s) probably doesn't have any duties under the Health and Safety at Work etc Act 1974 and CDM.

Then, you need to know what the work is.

Is it new construction, full refurb or some minor repairs?

Is it a flat roof or sloping and if sloping how steeply?

Is it sheeted, tiled or slated?

Is safe means of access permanently available?

Are there fragile and/or dangerous to health materials?

What do you need to get up to roof level and down from the roof?

How are you going to do that?

Do you have a safe place to work from, away from passing traffic, members of the public etc etc.

To name but a few.

You might need a scaffold, you might need a mobile elevating working platform, you might need fall protection UNDER the roof, you might need to check that fall arrest equipment is available and fit for purpose, you might need to put in traffic control, you might need a licence for a skip, you might need asbestos awareness training (and more) and so on, and on and on.
