I'm working for the PC on a lower tier COMAH site. The client is very hands on with the monitoring of the site activities. As part of the works we have low level formwork for concrete pours with a built in working platform under 2m and we then install an access ladder, which is tied in to the structure.

The TW are fully designed, with strict design checks by the TWC. Ladders are formally inspected and records kept. The TWS inspects the installation and tags the access ladder with a scaftag inspection tag. All the registers and recorded inspections are completed with the TWS carrying out a daily visual inspection, which is recorded in the site diary before the daily permits are issued. Permits to load/unload are issued in line with the TW procedures we have.

The questions I have are:

1. The Client is insiting that the formwork platform is tagged as well as the ladder. We are classing the ladder and platform as one system once errected and tied in to the formwork system. Is this correct, or do both need individual tagging after installation?

2. The Client is insisting on the tags being signed off daily? Currently the tags are completed upon istallation and then weekly if errected for that period of time. The TWS is carrying out daily inspections and is recording this in his site diary.

As PC we believe we are meeting our requirements under PUWER, WAH and I've reviewed BS 5975 and cannot find anything to confirm whats being asked by the Client. Is this just the Client being overzealous, or is their anything documented that states what the Client is insisting on?

There is no legal requirement in the UK to tag a ladder and/or scaffold.

However, if this is what the client wants on their site then you should do what they reasonably ask, particularly if they have established site rules that you have signed up to in your contract.

If that results in increased costs, then that's for the quantity surveyors to argue about. If the contract says you will do what the client is asking then there won't be very much of an argument.
