You seem to be reading a differnet roadmap to me.  There is no specification that all the restrictions will be lifted at end of June.

For Scotland, level zero (which as as far as the planning goes) still has social distancing and work at home requirements.  There is no stage in the plan that has no restrictions.  Level zero still includes work at home - "People are advised to work from home wherever that is practicable. By law, employers must take all reasonable steps to minimise the risk of the incidence and spread of coronavirus. Supporting employees to work from home where possible is an important part of that.". https://www.gov.scot/publications/coronavirus-covid-19-protection-levels/pages/protection-level-0/ 

For England, at the end of step three (not before 21 June) "Finally, before Step 4 begins, the government will complete a review of social distancing and other long-term measures that have been put in place to cut transmission. This will inform decisions on the timing and circumstances under which the rules on 1 metre plus, the wearing of face coverings and other measures may be lifted. This will also inform guidance on working from home – which should continue wherever possible until this review is complete."

You could (if you wanted) plan for how your workplaces will be under any particular set of restrictions (e.g. decide for yourself that you'll plan how to re-open at the point that all work-at home and distancing guidance is suspended, or what you'll do if they suspend 'work-at-home' guidnace but don't suspend 2m / 1m-plus). It's complete guesswork, however, whether these will apply at any particular stage of the roadmap, or whether any particular stage will apply at any particular date.
