Required hot work permit for Aluminum sheet cutting?

Hi professionals,
Is that necessary to make hot work permit for aluminum sheet cutting by angle grinder machine.
That particular activity is not creating any flame/spark as it is aluminum sheet cutting not steel.
Recently, one of the HSE representative from our project consultant asked us to prepare the hot work permit as there is still risk of fire involved due to "friction" during the rotation of abrasive wheel of angle grinder.
Does the hot work permit system should be implemented for such activity?

Hi Munawar The answer is going to depend on what the legislation in your geography says + whatever the rules applying to the project say. In general, many want to use Permits in situations where the risks do not merit them. As a direct result of over permitting, there is a danger that permits become just another bit a paper that becomes worthless and in turn when Permits are really appropriate they do not get the attention they should. In most scenarios I would not expect a hot work permit for abrasive wheel cutting of steel or aluminium sheets. Put such operations into an environment where there is lots of readily flammable material in the immediate vicinity and it is a different story. P
