Looking for LEGAL (rather than good practice) requirements to conduct fire drills in the EMEA region with legislative references if possible.

Each country in the EMEA region may have its own legal system and legal requirements - quick google search - Europe has 44 countries - Africa has 54 and Asia 48. A better bet may be to look at your portfolio of businesses in the EMEA group - check which countries are represented and then get a local expert / lawyer / consultant to advise in each country.
I did this when I has EMEA responsibilities for production sites in 6 countries and distribution sites in another 21. I found it earsier to stipulate the company minimum standards and then requested the local "manager" to confirm that they complied with this - which you can then audit during your visits. If local standards were higher than the company standards, then you and your local manager should address this.

My employers have a presence in around 50 countries in the world and decided that for the vast majority of them, we would apply a single fire safety strategy that is based on UK standards. This includes fire drills.
Annual fire drills with a standard methodology and reporting procedure - unless the FRA requires otherwise such as where there is sleeping risk. (for instance, one building we occupy in the far east has narrow escape routes very close to buildings largely made from unprotected bamboo!! They get 3 fire drills a year!!!!!
To be honest, fire drills along with staff training are perhaps the easiest part of an overseas fire safety strategy to apply compared with the hard fire safety ares such as compartmentation, alarms, emergency lighting and fire fighting equipment.
