Has anyone designed a risk assessment template for compliance with the 18th edition wiring regs, determining that an RCD is not necessary?

Should this be by socket/outlet or by circuit?

What considerations need to be documented? 

How do you demonstrate the decision making process?

Who is competent to sign-off the assessment?

A few things.

This needs to be by socket outlet.

You need to look at why you are doing this, there has to be some serious consideration given as to why you wish to deviate from BS 7671.

You need someone electrically competent to challenge the reasons why you wish to do this, and ultimately it must be accetped by the duty holder for the premises under EAWR.

Provide more information and you can be guided to a more accurate answer, it's not something someone should be routinely doing.

You should not be putting this onto your contractor or in house electricians, it is the responsibility of senior management to require this, and accept responsibility for it.
