I have been asked to look into what would be required to store bulk quantities of ethanol on site (approx 10 tonnes). This would be stored outside and I am looking at purpose-built storage containers. What I need to know is if it requires a DSEAR risk assessment if we store it outside. We will be using smaller quanitites inside so again, not sure if a DSEAR risk assessment would be required (approx. 600 litres in use inside at any one time is the initial estimate). Any advice, etc. would be greatly appreciated. Thank you in advance.

I am afraid it will need a DSEAR Assessment and COMAH consideration at the absolute minimum.

Ethanol is a Cat 2 flammable. If it is being stored at normal temps and pressures then this fits into the COMAH Schedule 1, Part 1 as a P5c flammable liquid, and the Lower Teir threshold is 5,000 tonnes - definitely not 10 tonnes. The 10 tonnes threshold applies mainly to flammable gases, or liquified (by pressure) flammable gases like LPG.
DSEAR will apply even if you have 1lt of the stuff. You will need DSEAR based Risk Assessments covering the storage, use and disposal (if relevent) of all flammable liquids (including ethanol) as well as a Hazardous Area Classifications for the storage area (drums or tanks) and you may need them for the areas you use the ethanol, depending on what you do with it.
