We use a winch offshore to recover a ROV up a slide back to the vessel. This is new equipment and we are developing our examination / testing regime for it. I believe winches are not automatically regarded under LOLER but I believe that since a failure could result in the ROV falling back in to the water LOLER should be applied and my proposal is to make a PUWER assessment reccommending an examination regime which aligns with LOLER certification. Has anybody any experience with a similar system which would support this approach?

A couple of things will affect this really,

Is the vessel owned/operated by your company ?  if so, the winch would almost certainly come under the vessel inspection/test programme, which will also depend on class of vessel, Flag State and where the vessel is operating.

If you're chartering the vessel and installing your own equipment the you would be best advised to speak to the Chief Engineer and First Officer in the first instance as they should be able to guide you.

Although, in principal, the elements of a PUWER and LOLER assessment will come into the process, the difference between, 'Lifting' and 'Winching' is a fun one to try and define, some say, If it's  vertical it's lifting, if it's not then it's winching.

North Sea Lifting, (ASCO NSL),  are the fount of all knowledge on vessel lifting and handling operations and their International Guide on Rigging and Lifting would be a good place to start,  IIRC they even have examples of checklists in there
