Hi What is the regulation on locking up toilets, when some of our staff visit another one of our sites the toilets are locked up and when the go to where the key is kept it is often missing so our staff have to shearch the grounds to find a supervisor and then they can locate the toilet key. Surely this must be some sort of breech of welfare facilities? Thank you for your guidance. Steve

The regulations state that toilets must be provided but do not specify how, if at all, access is controlled only that it should be "easy" https://www.hse.gov.uk/logistics/access-welfare-facilities.htm Access control is down to the specific business and its own unique circumstances.
At one site we were hindered by a public right of way through our site yard which passed between the factory unit and its separate welfare facilities which we kept under lock & key to prevent vandalism by non-employees. Your post indicates that the provision of access needs remediation - perhaps rather than a physical key you could invest in push button coded door locks?
