When conducting asbestos surveys and repports. Would you expect to see the words presumed and strongly presumed?

Yes, for sure,
usually when the surveyor has been unable to get up close access to an area where he 'presumes' or 'strongly presumes' there is ACM's based on the building, asbestos in adjacent areas and what he can see by visual inspection and his experience/competency, and/or has been unable to collect samples for analysis

bigpub HSG264 differentiates for good reason. The next reader of the report needs to be in a position to assess how confident the surveyor was and the reasons for their decisions. So, let's suppose that the next job is refurbishment where these suspected materials are found. If "strongly presumed" you might simply assume that you are dealing with ACMs and take the appropriate precautions. If just "presumed" you might want to do some intrusive sampling to give a better picture - or you might act on the same basis as "strongly presumed". All rather dependent on what the cost of assuming that it is an ACM against the cost of dong more investigation and perhaps avoiding the costs of dealing with ACMs.
