I'm trying to find out the exclusion zone area required when operating a scissor lift.

Looked at HSE site and it just says you need 1, spoken to the hire company and they say it's not down to them, 

Is there a formula for size of exclusion zone? Or is it whatever I deem best practice?

Risk assessment im afraid. A lot will depend on what you are lifting, if the lift has a skirt or exposed scissor, height of guard rails on platform etc.
