Looking some advice on hot works permits for out of hours/on call work please. We have engineers who are on call to repair equipment (dairy farming) and it occasionally requires some hot works operations. During normal working hours we have a PTW which includes a risk assessment that the engineer sends back to the office for authorisation but for out of hours work, the engineers completes the PTW risk assessment and just completes the work as there is no one to authorise the PTW. Any advice on whether this is sufficient or suggestions on improving the process please. Thanks

If no one is "permitting" then the system is not a Permit to Work and in a literal world the work should not commence until such time as it is premitted. It appears there is company faith in the engineers abilities so why not re-title as Site Specific Risk Assessment and file the document with the job record? The person who should be permitting hot works activity is the premises occupier as part of their control of fire risk - but that would normally be their system to their rules for their site. Given many farms do not have heavily proceduralsied H&S systems your form could be modified so that the site contact is the one who agrees to the controls your engineer suggests to permit the task - much better someone on the ground rather than a remote person behind a desk.
