Hello, Reviewing our risk assessment and installation method of solar panels. 

Speaking to the workforce and managment there is reluctance to use a pulley system to raise solar panels from ground to scaffolding due to the flimsyness of the products on the market, and the movement given wind etc. 

Can find little practical guidance, or suggestion online for an alternative. 

As far as guidance CITB have produced a document with HSE  ....

There is a lifting section within the document that states "Solar panels are heavy and expensive. You will need suitable lifting equipment (such as a hoist or safety pulley/gin wheel) fitted with an automatic brake"

Any suggestions would be much appreciated.
