We have a press for swaging metal ferrals to rope, the process clearly exerts pressure onto the ferrule to cramp it on to the rope. Both rope and ferrule are in metal jaws, the procees is unguarded due to the nature of the process. The motion of the machine is etremely slow, and the liklihood of injury is extremely low.
The question I have is, do we need to retro fit guarding when the machine operates at such a slow speed? I seem to recollect having a press in a previous job that HSE inspected many years ago, and due to the slow closure speed it was deemed not necessay to guard. Any Ideas?

Is this a recently installed or an ancient machine, and does it have a CE mark and Declaration of Conformity?

You have to comply with the guarding hierarchy of Reg 11 PUWER, so far as is practicable. Noting the legal meaning of practicable.

If it helps, I had the same type of equipment in previous employments. I deemed it too slow to be a risk and so did others, including two highly competent and independent PUWER assessors and an HSE Inspector.
