Has anynody any thoughts on CL? I believe it doesn't fit well into procurement systems. I have looked through and some of the vetting is poor. I also believe that we don't pay for its use as a client. But those contractors that do use it pay quite a bit to be on the system.

Welcome to the hoops of prequalification that have been the subject of vigorous debate since the first iteration of CDM in 1994 (and before).

When CDM 2007 came in there was a concerted effort to simplify prequalification requirements but the word "competent" was deemed explosive and removed from CDM 2015 to be replaced by "skills, knowledge and experience" and whatever progress had been made on reducing "BLUE tape" in competence assessments fell backwards to an extent.

But the basic rule applies.

If you want to work for a client (ultimate or intermediate - e.g. a prime contractor) you have to jump through their hoops.

If one of their hoops is Construction Line, well that is less convoluted than many.

That the administration of CL in terms of vetting has been sometimes criticised is really outside the applicant's power to deal with.
