Is a principal contractor allowed to stop a client representative from going onto the project
the project was dangerous not managed , planned , poor welfare and no Health and Safety being implemented I was under the impression the client had a duty for the safety of all persons throughout the project time ? any help or views would be appreciatd

Hi a isaac Yes, the Client has an ongoing responsibility throughout the project including in the Construction Phase. So, it would generally be entirely reasonable for the Client to want to access the site. However, the Principal Contractor can set site rules which might include excluding people from part or all of the site. So, as an example, you might have a scenario where part of the site was a confined space with strict rules on entry. That might be a reason to exclude the Client and certainly a reason to only let them in under controlled conditions. But a general attempt by the Principal Contractor to keep the Client off site is likely to result in that PC never getting a bidding opportunity again. Does the PC actually want to annoy their Client?!?!

I would ask who appointed the contractor/s who appear to be negligent ? If the Client they should know how their contractor is performing, and possibly remove them from the works.
There will be site meetings with the client's representative attending, they have the opportunity to visit the site and report back to the Client.

In my opinion, the Client has the ultimate accountability for the H&S of all persons working at its site, though the responsibility for assuring that lies with the Principal Contractor.
This responsibility placed on the shoulders of the P. Contractor then enjoins him to ensure that the Client's Rep conforms and complies with all site entry conditions and requirements before he can access the site. If the Client Rep is in full compliance with site entry requirements, under no circumstance should the P. Contractor restrict his entrance to site.
