Looking at the PUWER reg it's nothing outlineing that young workers are unable to use equipment. According to young workers reg 1997.  Young engineering apprenitice needs to be consisdered as a young worker. 

If the young apprentice has a expereinced mentor, is it acceptable for the young apprentice to learn how to use tools and equipment. 

It does outline the only equipment they cannot use is power press, wood cutting equipment and forklifts 

Does anybody know different to this?

Not sure where you found something saying that young persons can't work on power presses, woodworking machines or fork trucks.

The Approved Code of Practice and Guidance L22 that supports PUWER (and part of the Management Regulations) talks about making sure that young persons get enough supervision etc.

.....and if you look back in history, the first two classes of equipment that you mention had their own Regulations. 

Regulation 4 of the Power Presses Regulations 1965 prohibited a young person from being appointed to SET (but NOT opererate) a power press but even this came with a caveat that they could be so appointed if under training and supervision.

Similarly, Reg 13 of the Woodworking Machines Regulations 1974 prohibited the employment of young persons on woodworking machines but again with an exception for those under training and supervision.
