ADR 1.10.3.3 says Devices, equipment or arrangements to prevent the theft of the vehicle carrying high consequence dangerous goods or high consequence radioactive material and it’s cargo, shall be applied and measures taken to ensure that these are operational and effective at all times. The application of these measures shall not jeopardize emergency response. Note: When appropriate and already fitted, the use of transport telemetry or other tracking methods or devices should be used to monitor the movement of high consequence dangerous goods or high consequence radioactive material. The way I interpret reading above is that the concern is the theft of the vehicle carrying it’s cargo. A GPS tracker on the Dangerous Goods ISO would not prevent theft of the vehicle. I therefore interpret that the GPS goes on the vehicle moving the cargo (ISO tank here) and not the ISO tank itself. Am I correct in my interpertation?

A GPS tracker surely cannot prevent theft at all, whatever it is fitted to - it can only assist in the detection, investigation and recovery of stolen property. So the "should" in the note seems like an added suggestion rather than something needed to comply directly with the requirement.
I read this as meaning that if such a thing is fitted and if there is no good reason not to use it, it should be used - not that you have to fit one if it hasn't already been. Presumably it is quite likely to be fitted in the haulage vehicle for other reasons, and that would be the reason for mentioning it here.
