Can anyone tell if there is any internationally recognized reference for the use of ladder, e.g. At what length should the ladder be exceeding the leaned structure?

The CITB, in their 'Construction site safety Course' recommend an extention above the roof of 1.05 metres with proper securring (not to gutters or drain pipes). The British Safety Council on the other hand recommend 3ft 7ins or 1.07 metres secured at the top.
I'm not sure if this is a recognised International standard but as I say, the CITB
(Construction Industries Training Board) go with it.
