Anyone got advice on carrying out risk assessments on petrol dispensing, storage etc, or any websites which may have information on Safety policies for Garages?

The HSE document Dispensing Petrol HS(G)146 is a very useful publication and guides your through risk assessments there are also example risk assessments at Appendix 3 of the document.
You could also get advice from your Petroleum Licensing Officer at your Local Trading Standards Department. Gloucestershire County Council ran a one day course many years ago to assist people to complete risk assessments.
