Can anyone help with answers to the questions below?

1)Is the directive going to be adopted as the ‘The Control of Noise at Work Regulations 2005’?
2)Will it come into force 2006?
3)Can someone explain the exposure limit value 87dbA Lex, 8L. I understand that the
attenuation provided by ear protection is taken into account. So is the limit the amount of noise exposure the employees hearing is exposed post defenders over an averaged over an 8 hour period? Or is it the maximum amount full stop; no time weighted average?

Short answers if possible in plain English would be most appreciated

Q1: Answer: Yes. Control of Noise at Work Regulations 2005 will replace and revoke existing NAWR
Q2: Answer: Implementation date Feb 2006.
Q3: Answer: confusion has arisen about the upper exposure limit value of 87 dBA.
It IS an average value just like the other two action values (ie 80 & 85 dBA). However, unlike the two action values, the limit value applies at the ear, including the contribution from any ear protection.
The two action values are determined in the relevant working environment irrespective of whether an employee might be wearing any PPE.
