This doesn't appear to me to have had much publicity so far - or if it has, it has passed me by - the HSE has just published a guide to measuring health and safety performance on its web site - expanding on the measuring performance chapter of HSG 65.

For those interested in developing or gaining a better understanding of performance indicators/metrics, one of the items under "Further Information" in the HSE's publication may be of value.
It is a powerpoint presentation "A new paradigm for health and safety metrics: Framework, tools, applications and opportunities" and can be found at the following address - www.orc-dc.com.
If you experience problems with obtaining it I can send you a copy.
