I got it as part of a standing order I have with HSE Books and at first I thought it was another railway safety Guide. However when I took a second look it can be used for any H&S competency management system. Book reference is Developing & Maintaining Staff Competence. Railway Safety Principles and Guidance Part 3 Section A. ISBN 0-7176-1732-7, £12.95. It may be a bit over the top depending on the industry you are in, but I think the HSE have hidden their light under a bushal by not making this a HS(G) guidance. Sarah
