For instance one LA may have a policy for dealing with a specific problem and a neighbouring LA may have a diffirent approach, so you could in theory get prosecuted for something depending on which side of the street you live. The 'Home Authority' is basically the one who decicides policy and procedure with which the other LA buy into and agree to follow. (After considerable discussion and agreement I may add) I am sure an EHO from the LA in your area will be able to give a better idea of who your 'home authority' is.

Posted By stephen j mills Stuart, Health and Safety in a similar vein is dealt with via the Lead Authority Partnership Scheme, and you can get details of this from HELA who keep a database of all partnerships entered into. It works in the same way as the Home Authority Scheme, with a lead officer in the Partner Local Authority able to be contacted for advice on agreed standards etc. Regards, Steve
