Posted By Dave Wilson It's basically to do with consistency of approach by diffirent Local Authorities. For instance one LA may have a policy for dealing with a specific problem and a neighbouring LA may have a diffirent approach, so you could in theory get prosecuted for something depending on which side of the street you live. The 'Home Authority' is basically the one who decicides policy and procedure with which the other LA buy into and agree to follow. (After considerable discussion and agreement I may add) I am sure an EHO from the LA in your area will be able to give a better idea of who your 'home authority' is.

Posted By Bill Elliott Stuart - LACOTS covers Food and Trading Standards currently but needless to say there are areas of overlap into H&S and as previous contributor has indicated their aim is to enhance quality, effectivness and coherence through their activities by promoting coordination, consistency, collaboration and good practice. They tend to work closely with large compaies who have premsies in many different local authority areas so that the companies do not have to find themselves trying to meet many different interpretations of the same legislation.

Posted By stephen j mills Stuart, Health and Safety in a similar vein is dealt with via the Lead Authority Partnership Scheme, and you can get details of this from HELA who keep a database of all partnerships entered into. It works in the same way as the Home Authority Scheme, with a lead officer in the Partner Local Authority able to be contacted for advice on agreed standards etc. Regards, Steve
