I am after a checklist (or suggestions) which could be used for an annual inspection/integrity test of compressed gas cylinder regulators.

I would suggest contacting the manufacturer/ supplier of your regulators and seeking advice about this: visually, you can only look at the gauges (if fitted), the threads and the general condition. The inside workings need specialist attention.
Defective regulators are normally replaced on a service exchange basis.
Ensure that you keep any records of inspections.
I found that this approach worked very well over the years.

One of the major gas suppliers runs courses in inspection of oxyacetylene equipment. This course has a very thorough section on the visual inspection of regulators, and the leak testing thereof.

Yep, contact BOC. They deliver the British Gas Association Code of Practice 7 (Inspection Procedure for Gas Control Equpment).Duration 1 Day or at least it was !!!
