In my hobby, amateur radio, most mobile operators have hands-free mikes and either VOX (voice operated switching) or a steer wheel mounted PTT) There have been a large amount of tests over the years, and practically all have shown that operating phones while driving leads to decreased ability to react to events. Note: they all show that talking and driving at the same time does the same ! In any case, if they are holding a microphone with one hand, that hand is not on the steering wheel. It should be. That goes for cb rigs as well.
