HSG 67: H&S In Motor Vehicle Repair is a handy document covering all aspects of MVR. There is a bit in there about lifting equipment - hoists, jacks and axle stands. I am pretty sure jacks and axle stands are covered by PUWER and not LOLER.

The HSE Info document HSE 803/69 " Guidance on the application of PUWER & LOLER to motor vehicle repair" via the following link on HSE web site should give you all info you require.

From this, hydraulic vehicle jacks need thorough exam every 12 months under LOLER & axle stands 12 monthly PUWER inspection.
